About IPO

The International Police Organization (IPO) is a multinational, professional non-profit and non-governmental organization (NGO). IPO has held Special Consultative Status with the United Nations ECOSOC since 2022.

Through education and scientific work, IPO develops theoretical and practical tools that strengthen cooperation between communities and law enforcement. By bringing together civilian professionals and security structures, IPO contributes to building safer communities and a safer future.

IPO is an NGO with both national and international membership. It does not pursue profit-based economic activities. While IPO cooperates with national and international state institutions to achieve its mission, it remains independent from public administration, state authorities, political parties, and religious organizations—whether domestic or foreign.

Membership in IPO is open to all individuals who meet the relevant category criteria and align with IPO’s program, regardless of race, gender, color, religion, or political beliefs.

IPO was established in accordance with applicable national and international legislation, with the purpose of supporting, assisting, and advising law enforcement institutions and citizens through professional training programs and projects that strengthen community engagement.

Vision

IPO envisions a society free from threats posed by crime. The organization works closely with law enforcement agencies to provide technical and professional support in the prevention of criminal offenses, the study and investigation of perpetrators, the documentation of criminal activity, and the delivery of suspects to justice.

IPO also develops and implements strategies and action plans to prevent and combat both general and organized crime through cooperation with national and international organizations and through the implementation of specialized programs and projects.

Purpose and Objectives

The purpose of IPO is to develop and manage programs designed to identify, secure, analyze, and evaluate data related to risks to human life, property, and the environment. IPO also provides timely information on potential emergency threats and possible criminal activities.

Prevention—recognized as the first phase of the security cycle—is a key priority of IPO. This includes the study and identification of criminal behavior and perpetrators, the promotion of a safe community environment, and coordinated activities with state institutions, national and international law enforcement organizations, and citizens. IPO strengthens prevention efforts through professional development, modernization, intensive cooperation, and active community engagement.

IPO’s primary objective is to enhance civic and institutional motivation for professional, effective, and efficient law enforcement. The organization supports capacity building to address crime and harmful phenomena, including general and organized crime, piracy, terrorism, and all forms of illicit trafficking. This is achieved through advisory support, training programs, projects, and sponsorship initiatives that bring institutions closer to the community.

IPO places special emphasis on strengthening institutional capacities through:

  • training for civil servants, police officers, and judicial officials;

  • equipment upgrades and modernization; and

  • improved local and international cooperation through the exchange of expertise and operational strategies.

Key Areas of Focus

IPO’s work on the prevention of general crime, organized crime, serious offenses, and terrorism includes the following specific objectives:

  1. Inter-institutional and international cooperation and coordination

  2. Prevention of organized crime, including narcotics trafficking, human trafficking, migrant smuggling, firearms smuggling, and cybercrime

  3. Prevention of radicalism and violent extremism, through proactive and reactive research

  4. Prevention of economic and financial crime, including corruption

  5. Improving efficiency and quality of investigative work through professional training programs for police and judicial investigators

Strategic Objectives

IPO collaborates with private and public entities, universities, schools, and national and international professional institutes to design and deliver vocational education and professional development programs. These include courses, training sessions, conventions, and seminars that support the organization’s mission and contribute to:

  • strengthening civil society skills in public communication and civic education;

  • promoting citizen engagement and participation in community development as a key factor in reducing crime;

  • delivering practical training programs that build professional knowledge and skills for specific occupations;

  • offering institutional training to strengthen professional competence and improve workplace performance; and

  • supporting unemployed individuals and job seekers through vocational training in cooperation with state institutions and the private sector.

Youth Engagement and Social Development

IPO places high priority on youth engagement and considers youth empowerment an essential element of long-term community safety. IPO supports:

  • active youth participation in social processes and decision-making;

  • youth employment opportunities and career development;

  • education and prevention programs addressing harmful behaviors and risks;

  • awareness-building on negative social phenomena; and

  • inclusion of inactive youth in programs aimed at reducing harmful behavior and promoting community responsibility.

IPO initiates and supports campaigns and activities that prevent the use of narcotics, alcohol, and tobacco. It also promotes youth involvement in sports, arts, culture, health, economics, and other aspects of social life, while encouraging tolerance and social cohesion.

IPO also aims to create opportunities for the establishment and management of multifunctional Youth Centers to support youth development through volunteering, recreation, and social engagement.

Priority Program Areas for Youth

IPO’s youth-focused programs are structured around key areas of high importance:

  • Youth Participation: increasing youth involvement in decision-making and policy development

  • Sports, Culture, and Recreation: supporting integration through social, cultural, artistic, and sporting activities

  • Non-Formal Education: preparing young people to face life’s challenges as responsible members of society

  • Employment and Enterprise: promoting employability through vocational training and professional support

  • Health Education and Promotion: raising awareness of individual health and social well-being

  • Human Security: strengthening youth ability to identify, prevent, and respond to risks effectively

Community Support and Emergency Assistance

IPO was established to strengthen citizens’ knowledge and awareness of security through education and training. The organization supports cooperation between citizens, public authorities, and security institutions by promoting the exchange of professional experience and best practices through lessons, seminars, and other forms of education.

IPO provides full support to national security officials in every country where IPO representatives operate. In emergency situations, IPO may urgently mobilize its members to assist competent authorities in the affected area.

Unlike other organizations with similar names—where civilian participation may be limited to honorary or sympathizer roles—IPO is an organization in which civilians represent the core membership.

IPO’s leadership includes security experts and former or active members of the police, armed forces, and security services. Their role is to share professional knowledge and practical skills with citizens, enabling them to respond responsibly and effectively during emergencies.

Motto

“Strong IPO for a Better World” is the guiding motto of the organization and represents the commitment of every IPO member.
