On 26th March 2026, IPO Section Kenya conducted a focused capacity-building session for 150 County Enforcement Officers at the Nairobi City County Inspectorate Training College.

The session covered key areas including:

  • Leadership & Professional Standards

  • Integrity & Accountability

  • Lifestyle Wellness

  • Substance & Alcohol Abuse

  • Financial Literacy

This engagement was delivered in partnership with LifeCare Hospitals and Arvocap Fund Investment & Wealth Management Strategists.

Core Message

The message delivered during the session was clear and non-negotiable:

  • Standards are not optional

  • Discipline is not situational

  • Integrity is not negotiable

Substance & Alcohol Abuse — Operational Impact

Substance and alcohol abuse were addressed directly, highlighting that:

  • It impairs judgement

  • It compromises operational readiness

  • It undermines discipline

  • It erodes public trust

Officers were reminded that authority derived from the uniform is sustained only through consistent conduct, professionalism, and accountability.

Command Emphasis

Key leadership and operational expectations highlighted included:

  • Leadership is demonstrated through example, not rank

  • Personal discipline is a professional requirement

  • Financial instability increases vulnerability and risk exposure

  • Accountability must be applied consistently across all levels

The engagement was candid, practical, and constructive, reflecting both operational realities and the standards expected within the service.
