The International Police Organization (IPO) is preparing to welcome delegates, experts, institutional representatives, partners and members of the international security and emergency-response community to the IPO World Congress 2026, taking place on 3 October 2026 at the Splendid Conference & Spa Resort in Budva, Montenegro.

Organized by the International Police Organization (IPO) in cooperation with the Emergency Response & Awareness Conference (ERAC), the Congress will create an international platform for professional dialogue, knowledge exchange, networking and the development of new partnerships.

Guided by the principle “Together, Shaping a Safer Tomorrow,” the event will bring together participants from different professional backgrounds and countries with a shared commitment to improving public safety, strengthening international cooperation and exchanging practical knowledge and experience.

ERAC 2026 – Professional Dialogue and Knowledge Exchange

An important part of the IPO World Congress programme will be the Emergency Response & Awareness Conference – ERAC 2026.

ERAC brings together professionals from the fields of law enforcement, emergency services, crisis management, security, defence, academia, technology, the private sector and other areas connected with public safety and emergency preparedness.

The conference programme will feature a moderated Panel Discussion on Hybrid Threats, where experts will examine contemporary and emerging security challenges and discuss their potential impact on public safety, institutions and society.

Hybrid threats increasingly combine conventional and unconventional methods and can involve cyber activities, disinformation, technological disruption, organized criminal activity and other forms of interference. The discussion will provide an opportunity to examine these challenges from different professional and international perspectives.
