The IPO World Congress 2026, organized by the International Police Organization (IPO) in cooperation with the Emergency Response & Awareness Conference (ERAC), will bring together professionals, experts, representatives of institutions, partner organizations and members of the international security and emergency-response community in Budva, Montenegro.

Under the principle “Together, Shaping a Safer Tomorrow,” the Congress will provide a platform for professional dialogue, knowledge exchange, international cooperation and networking.

ERAC Conference Programme

As part of the IPO World Congress, ERAC 2026 will feature a moderated Panel Discussion on Hybrid Threats, bringing together experts to examine contemporary and emerging threats and their impact on public safety, security and society.

The programme will also include Subject Matter Experts Presentations, providing participants with professional perspectives, practical experience and insights into relevant security, emergency-response and public-safety topics.

IPO and ERAC partners will have an opportunity to present their organizations, projects, initiatives and areas of expertise to an international professional audience.

Networking & IPO Congress Dinner

Following the professional programme, participants will be invited to the ERAC Networking Cocktail Reception, providing an informal environment to establish new professional relationships, exchange ideas and strengthen international cooperation.

The programme will conclude with the IPO Congress Dinner Event, bringing together delegates, guests, speakers and partners for an evening dedicated to friendship, recognition and the international IPO community.
