IPO LEADERSHIP INVITED TO A HIGH-LEVEL CONFERENCE IN ROME

On July 10, 2023, the high-level conference entitled "Illegal immigration, national security, prevention strategy and contrast with crimes and criminal organizations" took place in the Senate of the Italian Republic in Rome.


At the invitation of the organizers, the Leadership of IPO Headquarters and IPO Section Italy consisting of Executive President Dr. Mareglen Tomori, the Secretary General Rag. Ombretta Romano, the Director of the Crime Prevention Research Unit of IPO Section Italy Mr. Ugo Madé, and IPO Representative in Rome Dr. Klarida Rrapaj participated in this important event that was organized by the initiative of Senator Lavinia Mennuni and under the auspices of the Honorable Prime Minister Giorgia Meloni who opened this conference.


The speakers of this Conference were from the high levels of the Italian government and law enforcement such as;

Honorable Edmondo Cirielli Vice Minister of Foreign Affairs, Magistrate Dr. Giovanni Melillo National Anti-Mafia and Anti-Terrorism Prosecutor, Dr. Maurizio Vallone Director General of the State Police, Anti-Mafia Investigative Directorate, General of Brigade Antonio Quintavalle of the Guardia di Finanza, Division General Pasquale Angelosanto Commander of the ROS Arma of the Carabinieri, Dr. Claudio Galzerano Central Director of Migration and Border Police, C.A. Giovanni Canu Head of Department 3 of the Italian Coast Guard, Lawyer. Paolo Nesta, President of the Bar Association of Rome, and Prof. Lawyer. Elda Turco Bulgarini Ordinary Professor of Navigation Law.


The speakers spoke on different issues from their field of action, and at the end, a general overview of migration problems was presented.

Illegal immigration is a national security challenge that requires an effective prevention and contrast strategy. The tools to be used must include the implementation of border security measures, the creation of stricter immigration policies, the increase of resources to fight organized crime, and the development of cooperative relations with the countries of origin of the migrants.


Furthermore, it is necessary to adopt a prevention strategy that includes the implementation of measures to support the economic development of the countries of origin, the promotion of legality, and the increase of controls on migratory flows. The prevention and contrast strategy must be a priority and must be based on sound legislation. The policy will have to provide for an effective control system that protects the fundamental rights of immigrants.


The authorities will have to step up their efforts to identify and dismantle human trafficking networks and strengthen measures to prevent and control illegal immigration, such as increasing personnel and structures dedicated to the surveillance of borders, seas, and airports.
